I need to make a stamp out of acrylic for pottery. I was going to use a #45771 Amana 30° SC Engraving bit for Vcarving and the Amana #51511-K 1/8"Dx1/4"Shank SPIRAL O PLASTIC SPEKTRA to cut everything out. Any suggestions on feeds and speeds so I don't turn everything into a molten blob? Another bit type?

Yes definitely. I use the 51411-K which sounds like the Upcut version of the 51511-k and I have had really good results with the following: Spindle Speed: 18k Surface Speed 179.542 m/min Cutting Feedrate: 2666 mm/min Feed per tooth: 0.148111 Lead in/out: 2666mm/min Plunge: 1500mm/min I also do a stepover of .25mm and have the finishing pass run at 2200mm/min. Here are some clear cell cast acrylic pieces I cut out recently that had some amazingly smooth results:
